Open your Start menu, and type in Device Manager to search for it. Click on it in the results to open it. Click on the arrow next to Human Interface Devices to open up the drop down menu for it. Then find and right click HID-compliant touch screen.

Try and update the monitor's driver via the Device Manager. This fixed one of our touchscreen laptops, but it did it via Windows updates. Not sure why it didn't push that to yours.

p.s. did you try an additional check for updates after initially updating and restarting? I've had moments where it says I'm up to date on everything, but I'll check anyway and more will pop up.
